45,464 arrested since launch of NAP

LAHORE - As many as 45464 accused were arrested while 34419 challans were submitted after investigations in the courts of law since the launch of the National Action Plan (NAP).
 
In majority cases, summary trials have been conducted and criminals have been convicted while under the Hate Material law, trials were not practiced regularly restraining conviction rate.
 
The conviction rate according to official data under NAP in the cases decided by the courts remained 85 per cent while acquittal rate as 12 per cent only.
 
Latest official figures on proceedings against criminals involved in terrorism activities across the province show that 3841 convictions were made in 3841 cases decided by the courts while 561 suspects were acquitted by the courts.
 
The data was collected from law enforcing agencies, the prosecution department and the courts from January to till 19th September this year.
 
The actions were conducted under newly promoted laws including Punjab Prohibition of Expressing Matters on Walls Act 2015, Punjab Maintenance of Public Order Ordinance 2015, Punjab Sound Systems Regulation Ordinance 2015, Punjab Information of Temporary Residents Ordinance 2015, Punjab Arms Amendment Ordinance 2015, and Punjab Security of Vulnerable Establishment Ordinance 2015 and Hate material law.
 
Police across the province have arrested 45464 suspects during the time period of nine months and the number of challans submitted in the courts after investigations were 34419.
 
As per the Punjab Sound Systems Regulation Ordinance 2015, 5293 cases were registered, 5863 accused were arrested, 4928 challans submitted and 1791 cases decided by courts.
 
Meanwhile, total number of convictions under this law remained 1536 while cases pending in courts are 3137 under this ordinance.
 
As many as 1282 criminals were fined Rs 25000 each while 141 criminals were imprisoned upto six months. The conviction rate in such cases which were decided remained 85 pc while acquittal rate was 10pc only, the data showed.
 
Under Hate material law, 522 cases were registered, 553 accused arrested, 327 challans submitted and 115 cases were decided.
 
Meanwhile, total number of convictions remained 33 while cases pending in courts are 212.
 
25 criminals were imprisonment upto two years while six were imprisoned for four to seven years while two were imprisoned for seven to ten years. The conviction rate in these cases remained 28 pc while acquittal rate was 71pc only.
 
Under Punjab Maintenance of Public Order Ordinance 2015, 96 cases were registered, 110 accused arrested, 54 challans submitted, 7 cases decided by the courts.
 
Meanwhile, total number of convictions remained 7 while cases pending in courts are 47 under this ordinance. The conviction rate in the cases decided remained 100 pc while acquittal rate was zero pc only.
 
Under Punjab Information of Temporary Residents Ordinance 2015, 6711 cases were registered, 9879 accused arrested, 4895 challans submitted, 1662 cases decided. Meanwhile, total number of convictions remained 1531 while cases pending in courts are 3233.
 
Under the same ordinance 3748 land lords, 4339 tenants, 56 property dealers and 1725 owner-cum-managers were arrested.
 
As many as 4412 criminals were imprisonment upto seven days while 60 criminals were imprisoned up to six months. The conviction rate in such cases remained 92 pc while acquittal rate was only 7pc, the data showed.
 
Under Punjab Prohibition of Expressing Matters on Walls Act 2015, 1170 cases were registered, 1109 accused arrested, 992 challans submitted and 308 cases were decided by the courts.
 
Meanwhile, total number of convictions remained 261 while cases pending in courts are 684 under this act. As many as 13 imprisonments upto one month were announced and nine criminals were imprisoned upto six months and 236 were fined Rs 25000 each. The conviction rate under this law remained 85 pc while acquittal rate was 15pc only.
 
Under Punjab Arms Amendment Ordinance 2015, 27159 cases were registered, 27128 accused arrested, 22607 challans submitted after investigations and courts decides 481.
 
Meanwhile, total number of convictions remained 373 while cases pending in courts are 22126 under this ordinance. As many as 367 criminals were imprisoned for two years and five up to seven years while more than seven years was made. The conviction rate remained 77 pc while acquittal was 19pc only.
 
Under the Punjab Security of Vulnerable Establishment Ordinance 2015, 841 cases were registered, 822 accused were arrested, 616 challans submitted, 134 cases decided.
 
Meanwhile, total number of convictions remained 100 while cases pending in courts are 482 under this ordinance. 77 criminals were fined Rs 50000 each and imprisonment upto one month while 22 criminals were imprisoned upto six months by the courts. The conviction rate remained 75pc while acquittal was 25pc only.
 
A Punjab government senior officer the progress under the newly introduced laws was better and it helped government control and curtail the terrorism activities.
 
He also praised the police force efforts in implementing the NAP in the province besides active role of the judiciary that made rapid trials meeting all the justice requirements.
