Overview

Training of police force with a view to enable them to face challenges of increasing crime, public order problems and terrorism etc. is a gigantic task. It requires large number of properly equipped and staffed training institutions and more importantly, a proper Training Branch for policy making, planning, training need analysis and also for monitoring and evaluation of training institution.

Training Branch is headed by Additional IGP/Training (assisted by a DIG/Training), who reports to the IGP, Punjab. The branch is responsible for the guidance, supervision and control of five police Training Schools and coordination between these PTSs as well as Police College Sihala, Elite Police Training School Lahore, and Police Wireless Training School Bahawalpur. These five Police Training Schools are located at Lahore, Farooqabad, Rawalpindi, Sargodha and Multan. These schools organize the initial training courses for police recruits i.e. Constables and Drivers as well as promotion courses for these police personnel. Employees of other departments like Prisons, Forest, and Civil Defence are also trained in PTS, Lahore.

A Training Development Unit (TDU) comprising of DIG./Training and Commandant/Principal Police Training School, Lahore is working under the overall supervision of Additional IGP/Training. This unit continuously reviews the curriculum and methodology/techniques of training with a view to make an improvement in the overall situation of training.

  • Training policy formulation.
  • Selection of training staff.
  • Coordination amongst training institution including PC Sihala, PTS Lahore and Police Wireless Training School Bahawalpur.
  • Formulation/review of syllabus.
  • Training Conferences/Seminars/Meetings.
  • Practical training/tour programme of ASPs
  • Distribution/allotment of seats for lower and Recruits Courses in PTSs
  • Processing of foreign training courses.
  • Any other duty/work assigned by the IGP.

Training School Lahore

PTS, Lahore is one of the oldest police training institutions in the Punjab. It started as a Police Recruit Training Centre before Independence and was later upgraded to the status of a school. The School is located on Multan Road in the south of Lahore. The school can accommodate up to 864 trainees at one time. However, the actual number is usually far higher than that. The average no. of trainees at any time is close to 2000. The following courses are run at the school:

Training School Farooqabad

This school was created in 1975 as Police Recruit Training Center. At that time, the center was headed by an Officer Incharge of the rank of DSP. The Police Recruit Training Center got the status of Police Training School in 2001 and the Officer Incharge was renamed as Principal of the rank of SSP. The Police Training School in its present shape comprises of Administration Block, Academic Block, Mess, Dispensary, MT Shed, Library and Canteen.

Presently, only one course, Basic Recruit Course is being run at the school. The duration of this course is six months. Different courses including Moharar Course, Jail Warden Course and Anti-narcotics Course have also been run at the school in the past. Similarly, Driving, Computer, Electrician, Carpenter and Plumber courses were also run sometime back in collaboration with NAVTEC. But these courses are not regular feature of the school. These courses are run only occasionally as per requirement or as per requisition of the concerned department.

The principal is the administrative and financial head of the school. Under him, different branches work under their respective incharges. The law staff is headed by Chief Law Instructor (CLI), weapon staff is commanded by Chief Weapon Instructor (CWI), Chief Drill Instructor (CDI) is the incharge of Drill Staff and Line Staff works under Reserve Inspector (RI). The school imparts basic training to recruit constables in the areas of physical training, drill, law, weapon handling, martial arts, fieldcrafts and field Tactics. The training is imparted by highly skilled and professional instructors. Apart from the creation of conducive learning and training atmosphere, the highest order of discipline is also maintained at the school.

Training School Multan

The Police Training School, Multan is situated near Suraj Miani Road, Multan. It started functioning as PRTC in the Formal Police Lines No.02, Multan on 1st January, 1982. In the beginning, two courses i.e recruit course and lower class course with only 200 & 50 individual respectively were launched, however the lower class course was later on discontinued due to lack of proper accommodation & instructors. On 31st January, 1988 PRTC Multan was upgraded to Police Training School. Thereafter on 1st July, 1997 the post of principal was also upgraded from DSP to SP. The number of recruits varied from time to time and approximately 1500/1600 recruits have been trained every year since 2001. In 2001 new administrative & academic block along with 03 Barracks and family accommodation were completed. In 2002 PRTCS Bahawalpur and Dera Ghazi Khan were closed and merged in PTS Multan. The Police Training School, Multan covers total area of 280 Kanals & 8 Marlas. It is worth mentioning that this institution is accommodating the trainees not only from Southern Punjab but from the upper Punjab as well.

Training School Rawalpindi

The school was started as the Police Recruit Training Centre, Rawalpindi on 1st July 1986. Initially it started functioning within premises of District Police Lines, Rawalpindi, but due to acute shortage of accommodation, this training center was shifted to a portion of the old jail in Rawalpindi. This land has recently been allocated for a new Judicial Complex. Therefore, the school has been shifted temporarily to the Punjab Constabulary premises at Rawat, Rawalpindi. The school is yet to find a home that it may call its own.

In 2002, it was up graded to the status of Police Training School, owing to the growing needs of training for professional improvement of the force.

Development:

The new building of PTS, Rawat is under construction and is hopefully to be completed in three years time. The capacity of the new building will be about 1500 trainees at a time.

Training School Sargodha

Police Training Center Sargodha was established in year 1936. At that time there was no any other training institution of police in Punjab. All the courses i.e. Recruit class course, Lower class course, Intermediate class course, Upper class course and PPSI class course were conducted in this institution. In year 1947 this training center was upgraded and given status of police training school. Mr. Weit the then Deputy General of Police was appointed as first principal of this school. In year 1956 after establishment of police college Sihala, the status of this school was lowered and it was given status of recruit training center and Mr. Hameed Ullah Durrani DSP was appointed as officer incharge. In year 1981 again training of lower class courses was started here. This institution was upgraded on 30th January 1988 and its incharge was designated as principal. There after under the orders of Inspector General of Police, Punjab Lahore conducting of lower class course was again discontinued and different courses that is Moharrar Course and Beat Officer Course were run here.

In year 1997, the status of head of this institution was upgraded and superintended of police was appointed as head of the institution. Mr. Khadim Hussain Bhatti was the first superintendent of Police appointed as head of institution.

Objective

The main objective of this school is to educate and train recruits constables for performance of their duties as police officer efficiently in practical life. The training of law subjects is given by efficient law instructors who are supervised by chief law instructor. Training of drill parade, use of weapon and martial art is given by drill instructors, weapon instructors and martial art instructors who are supervised by chief drill instructor. The maintenance of discipline and control is duty of RI who is assisted by lines staff in this regard.

Development:

Construction of a scheme consisting of 02 Nos., double storey  barracks//hostels, 10 Nos. class rooms, toilet and mess in the Administrative Block of PTS has been started w.e.f 12.03.2010 by the MS Shalimars construction Co. (Government Contractor).

Police College Sihala
